Finance Sector Policy Unit
The Finance Industry is the single largest industry on the Island. The purpose of the Financial Sector Policy Unit (FSPU) is to deliver policies, strategies and legislation aimed at securing and enhancing the well-being of this sector.
FSPU work closely with the finance industry and the Law Officers to develop new laws specifically tailored for the finance industry and the commercial sector more broadly, allowing continued innovation in legislation which encourages increased business flows to the finance industry. This work is carried out to ensure that the Island keeps pace with developments in other jurisdictions, as well as changes in the wider national and international context.
In 2014, following extensive stakeholder consultation, FSPU published an overarching strategy for Guernsey's finance sector for the medium to long term. A copy of the document can be downloaded here.

The FSPU Team
Darren Stephens joined FSPU in 2015 as Director of the Finance Sector Policy Unit, and provides policy advice in respect of all aspects of the financial services industry, including the development and co-ordination of new policy and legislation. Prior to moving to Guernsey, Darren worked for three years in Japan for the Japanese Ministry of Education and for nine years as a corporate finance lawyer in the UK. Darren also worked as a senior associate and consultant in the corporate finance departments of two Guernsey law firms. He was educated at the universities of Warwick, Westminster and Caen and was admitted as a Solicitor in England and Wales in 1999.

Lead Commercial Lawyer
Tom Carpenter joined FSPU in 2009 as a commercial lawyer based at the Law Officers of the Crown and advises the Commerce and Employment Department and the States of Guernsey on financial services and commercial policy and legislation. Prior to moving to Guernsey, Tom worked in the UK in private legal practice and as a Government lawyer at the Treasury Solicitor's Department. He was educated at the Universities of Cardiff, Toulouse and Caen and qualified as a Guernsey Advocate in 2013.

Policy Adviser - Financial Services & Renewables
Mat Desforges joined FSPU and the States of Guernsey in 2011 and assists on financial services policy as well as leading the Department's work on renewable energy. Mat qualified as a Chartered Accountant with PwC and prior to joining the States of Guernsey worked in a variety of roles within and outside of the financial services industry, including being Finance Director for a local law firm and Commercial Director for an entrepreneurial energy company. He was educated at the Universities of Exeter and Bordeaux and in addition to being ACA qualified holds a Diploma in the IOD's Corporate Direction programme.

Business Executive - Intellectual Property & Financial Services
Liz Hodder joined FSPU and the States of Guernsey in 2014 and assists on financial services policy as well as leading the Department's work on intellectual property. Prior to joining the States of Guernsey, Liz worked as an associate in the civil litigation department of a local law firm. She was educated at the University of Central Lancashire in Preston and was admitted as a Solicitor in England and Wales in 2007.

Laura Stockwell joined FSPU in 2014 as a commercial lawyer based at the Law Officers of the Crown and advises the Commerce and Employment Department and the States of Guernsey on financial services and commercial policy and legislation. Prior to moving to Guernsey, Laura worked as a UK Government lawyer for HM Revenue and Customs and in commercial legal practice in the City of London. She was educated at University College London and was admitted as a Solicitor in England and Wales in 2003.
